Dave Gowans
Dave Gowans is a chartered civil engineer with almost forty years’ experience. He led flood risk management services at Moray Council delivering £170 million of new protection schemes. While chair of Scottish local government’s flooding group and representative on Scottish Government’s Flooding Policy Group he advised on preparation and implementation of the 2009 Flood Risk Management (Scotland) Act. His work with Moray Council included several severe flood events, witnessing first-hand the harm flooding brings to communities.
Now with consultants Sweco, Dave is currently Project Director for two major flood protection schemes in Scotland and on the Strategic Advisory Board for Urban Flood Resilience – a substantial research project led by University of Nottingham with partner universities in UK and abroad (www.urbanfloodresilience.ac.uk).
